The paver contract for Clearwater, and the fifteen searches it is judged on

The Clearwater paver contract runs for ninety days against JFS Pavers LLC, a Florida company filed in November 2017 that returns on six of the fifteen paver searches this board tracks. Forty-four domains competed for those searches and not one of them belongs to a franchise brand or a private-equity-held group.

Pavers — the mark

JFS Pavers LLC

Clearwater

Six of the fifteen searches, eight years on the register, and a field with no franchise in it.

Open

Every reading on this page came from a public source that anyone can check. Each one names the register or platform it was read from, and the date it was read, in the list at the bottom.

The searches they hold, and where they come back

The contract fixes fifteen searches in writing before any work starts — the ones somebody in Clearwater actually types when they need pavers. This is where JFS Pavers LLC came back on the ones they hold, and what came back above them. A position reads “5 of 6” because it is a place in the list that search returned, not a rank we can see inside Google.

6 of the fifteen, read once on August 1, 2026. A single reading on a single day is a snapshot, not a trend, and nothing here claims a position holds tomorrow. Counts of who came back above them cover the domains whose owner we could establish; where we could not, the domain is left out of those counts rather than guessed into one, so they are a floor.

Who they are, on the record

Every line here is a filing the company made itself, read from the state’s own register on August 1, 2026. It is here because a contract names a company, and a company is whatever the register says it is.

Read from the register’s own detail pages, not from a search result. A found record is not an active record, and a status in a results list is not a status.

Why we are willing to name them

Naming a real company in public is a decision, not a flourish. Three things have to be true before a business appears on this board, and each one is a reading rather than an opinion. A business that fails any of them is not named, and the trade ships without a target — which has happened.

  1. The filing names one person, and nothing above them

The company's own filing names a single authorized person, titled OWNER, and no corporate officer, manager entity or parent appears on it. The registered office carries exactly two Florida entities, the second inactive since 2015 and in an unrelated trade, while a same-session control on a known multi-tenant address returned six entities through the identical route. The gate clears on what the filing positively names.

  2. The company is active today, read off the state's own record

Florida document L17000244019 reads Status ACTIVE on its detail record, reached by document number, with an unbroken annual-report chain from April 2018 through 6 February 2026 — nine consecutive filings, no gap, no reinstatement and no administrative dissolution on the record.

  3. The readings were taken twice, and two searches agreed across two days

The entity detail, both fictitious-name windows, the officer index, the registered-office index and the archive index were re-read on 1 August 2026, each with a same-session control that returned the record it was meant to. Two of the six searches they hold were also read on the same instrument on two consecutive days and returned them both times.

The field they sit in

Forty-four different domains returned across the fifteen Clearwater paver searches, and thirty-two of them came back often enough to classify. Thirteen of those are directories or lead-generation networks and thirteen are independent Florida firms whose registration resolves; no franchise brand and no private-equity-held group returned on any of the fifteen.

Counted across all fifteen searches. A domain seen once or twice is left unclassified rather than counted as independent — not knowing who owns something is not the same as knowing it is local.

What their reviews say, and what they do not

JFS Pavers LLC shows 59 ratings at 4.8 on Angi, read from Bing's business record. Angi's own profile did not serve us a page, so the figure was read where Bing renders it, and it held the same value across two reads a day apart. It is not a Google figure and no figure on this board ever is. Their Better Business Bureau profile separately records zero reviews and a rating of NR — a zero on that one host, which is not a review count anywhere else and is not a rating.

You will not find a Google review count anywhere on this site. Google Maps returns a page built by JavaScript to every automated reader we have, on every one of these businesses, so any Google figure we published would be one we had not actually read. Where a number appears, it names the platform it came from instead.

How long they have been visible

Their domain has been archived since December 2021 — first capture only, read through the archive's own index with a positive control that reproduced a value this corpus already had on file and a coinage control that returned nothing. Two of the firms ranking alongside them in this trade have been archived since 2003 and 2001. Beside all three the register runs its own clock: this company was filed in November 2017 and has filed nine consecutive annual reports.

What we are not claiming

Research turns up things that do not survive a second look, and things that are true but not ours to publish. Both are listed here, because a page that prints only the flattering half of its own evidence is a sales page, and this is supposed to be a record.

Anything about their licences, in either direction.
Pavers here are licensed by the county rather than by the state. Our searches of the county register came back empty on every form we tried, while a same-session control returned eleven populated records — so the instrument works. It is also demonstrable, from a source we will not quote for this reason, that the register does not index every held licence the way we search it. An empty result we know to be incomplete is not a finding, and neither a licence nor the lack of one goes on this board.
Any Google review count and any Google rating.
Google's map surface returned a page built by JavaScript with no count anywhere in it. That is a surface that gave us nothing, not a low number. The figure published above is Angi's, read where Bing renders it, and it carries the platform's name because a number without one would be a lie by omission.
Anything about the 2009 date a bureau profile prints for them.
It records a business start of 1 January 2009, and a separate Florida corporation filed in October 2009 is still active today. That corporation shares no officer of record with this company, carries a different federal EIN, and no amendment, conversion, name change or fictitious-name registration names either as the other's successor. The only observed link is a shared registered office, and a shared address is not a filing that connects two companies.
Anything drawn from the two addresses of record.
The state register prints one address for the company and its own pages print another. Both were read, and each was searched. Nothing is concluded from either of them, and neither is published on this page.
That nobody is bidding on these paver searches.
The one free route to a paid-placement reading served a fourteen-kilobyte interstitial rather than a result page, on four different request forms, including on a control query known to carry advertising. The instrument was down. No advertisers is not a reading that evidence can carry, and no advertiser is named here in either direction.

Which Clearwater paver searches does JFS Pavers come back on?

JFS Pavers LLC returned on six of the fifteen Clearwater paver searches this contract tracks, at best third of nine results. On the biggest search of the set they came back eighth of eight. Two of the six they hold were read on the same instrument on two consecutive days and returned them both times.

Forty-four different domains returned across those fifteen searches, and thirty-two of them came back often enough to classify. Thirteen are directories or lead-generation networks. Thirteen are independent Florida firms whose registration resolves. No franchise brand and no private-equity-held group returned once.

Four of the domains in this field publish near-identical pages under four different city names and carry the same toll-free number on all four. They are one lead-generation network wearing four brands, and three of them took a top-three slot on a search in this set. One of the four sits outside the naming pattern the research register had recorded, so a reader classifying by domain name alone would have missed it. A domain count is not an operator count, which is why this page publishes both.

Three other firms in the top ten of the head Clearwater search hold active Florida registrations of their own, filed in 2002, 2016 and 2023. Their names are not published here — this board names one company per trade and it names it because a contract is written against it.

What does the Florida register say about JFS Pavers LLC?

JFS Pavers LLC is Florida document L17000244019, filed 28 November 2017, and its detail record reads Status ACTIVE. One authorized person is named and that person is a natural person, with no corporate officer, no manager entity and no parent on the filing. The record reads No Events and No Name History.

Eight years is what that filing supports and eight years is what this board publishes. A bureau profile records a business start of 1 January 2009 and seventeen years in business. The 2009 does resolve to a real Florida corporation — filed in October 2009 and still active today — and that corporation shares no officer of record with this company, carries a different federal EIN, and is joined to it by no amendment, conversion, name change or fictitious-name registration. The only observed link is a shared registered office, and a shared address is not a filing.

One fictitious name does resolve, and it runs the other way. JFS PAVERS, registration G20000020463, was filed on 14 February 2020, and both of its owner rows name the company itself under the same document number and the same federal EIN. It is younger than the company, so it extends the clock by nothing.

The registered office carries exactly two Florida entities. The second has been inactive since its last event in 2015 and is in an unrelated trade. A same-session control on a known multi-tenant address returned six entities through the identical route, so the instrument can tell a small office from a building full of companies — and this is a small office rather than a mail drop or a flex park full of siblings.

What review figure does this paver contract publish for JFS Pavers?

This paver contract publishes one review figure for JFS Pavers LLC: 59 ratings at 4.8, which is Angi's number read where Bing renders it. It held the same value across two reads taken a day apart. It is not a Google figure, and no figure anywhere on this board is attributed to Google.

The rule behind that sentence is worth stating, because it costs us numbers on most of the other trades. A rating with no count beside it is not published as a review reading. A count in low single digits is not published either — printed beside a named business it reads as a claim about their whole reputation rather than as the small sample it is. And two reads of the same platform have to agree; a disagreeing value is unavailable, never an average of the two.

Their bureau profile separately records zero reviews and a rating of NR. A zero on that one host is a zero on that one host: it is not a review count anywhere else, it is not a rating, and it is not added to anything. Five numbers on five hosts are five populations, and the arithmetic between them means nothing.

What this contract costs, and why this number

The pavers contract is $8,300 for ninety days against JFS Pavers LLC. Half is due on execution and half only if you finish ahead of them. The figure is computed from four readings — how many of the fifteen searches they hold, how many other firms are ranking alongside them, how long the company has existed, and how consolidated the trade is — and it is scaled against the other twelve trades on the board rather than pulled from a rate card.

Common questions

Is JFS Pavers licensed, and does this board say?
No, in either direction. Pavers here are licensed by the county rather than the state, and our searches of that register came back empty on every form we tried while a same-session control returned eleven populated records. The instrument works, and it also does not index every held licence the way we search it. An empty result known to be incomplete is not a finding.
Why does this paver contract publish eight years when a bureau profile says seventeen?
Because a bureau's brand clock is recorded here and never used as the value. The figure we publish is the earliest Florida filing in an unbroken chain of documents, and for this company that chain starts on 28 November 2017. The 2009 date belongs to a separate corporation that is still active and that no filing connects to this one.
How consolidated is the Clearwater paver field?
Barely at all, on this reading. Across the fifteen searches no franchise brand and no private-equity-held group returned once. Thirteen of the thirty-two classified domains are independent Florida firms with a registration that resolves, and the same number again are directories and lead-generation networks. What consolidation exists in this trade sits in the lead supply rather than among the installers.
